An open team is an orphaned roster in a running league: you inherit its players, picks and history. An open seat is an empty spot in a league that has not drafted yet.
No. Playing in a FanRanked league is free. If a league collects dues, the commissioner runs that and the rules say so on the league page.
Commissioners turn on the marketplace listing from the league's Settings tab, or make the league public. Open teams and open seats show up automatically.
